Probably Platanthera tescamnis.

Looking at this again, P. tescamnis seems likely: Leaves clustered at base, tall stout stems. Spurs appear to be clavate. Lips more often then not longer than the spur. Reflexed lip longer than dorsal sepal. Flowers appear to have small columns. Lip with parallel sides and blunt apex.
